Most concrete driveways and patios in Cedar Rapids require permits from the city. Here is what you need to know about the process, inspections, and working with the Building Services Department.
In Cedar Rapids, you generally need a building permit to install or replace a concrete driveway, patio, sidewalk, or other concrete structure. The city adopted the 2018 International Building Code, which requires permits for most construction work. Small repairs and patches usually do not need a permit, but anything involving new concrete or full replacement does.
If your project involves digging in the public right of way, like replacing a driveway approach or the section of driveway between the sidewalk and the street, you also need a separate Right of Way permit. That permit costs $50 per driveway and requires inspections before and after you pour. You apply for Right of Way permits separately from building permits.
The Cedar Rapids Building Services Department handles building permits. They are located at 500 15th Avenue SW on the second floor of the City Services Center. You can also apply online through the city Customer Self Service portal or email your application to residential@cedar-rapids.org.
Your application needs a site plan showing where the concrete will go and how far it sits from property lines, streets, and easements. You also need to state the size of the project and an estimated cost. The city calculates the permit fee based on the project value. Concrete work requires at least two inspections. The first is a forms inspection before you pour. The inspector checks that your forms are set correctly, the base is prepped and compacted, and any rebar or reinforcement is in place. After the pour, you need a final inspection. Do not cover or backfill the concrete until it passes final inspection. If you are working in the right of way, Public Works also requires pre-pour and post-pour inspections, and you schedule those separately by calling 319-286-5846. Permits are good for 12 months. If the work is not done in a year, you can renew the permit once for 180 days by paying a renewal fee.
If you hire a contractor to do the work, they usually handle the permit application and inspections. Make sure that is part of your agreement before you sign. The contractor should know the local code requirements and schedule inspections at the right times. You are still the permit holder as the property owner, so stay in the loop.
If you plan to do the concrete work yourself as a homeowner, you can pull your own permit. You will need a copy of your homeowner insurance declaration page when you apply. Be realistic about the work involved. Pouring concrete requires the right tools, experience with grading and finishing, and the ability to move fast once the truck arrives. Many homeowners get better results and save time by hiring a local contractor who does this work regularly.
